Actually this place is right outside the JR Shibuya Station.

JR Information thats the name of the place that they are queuing for.
And here it is.
You can’t read it all but it is actually place to exchange Japan Rail Pass Ticket.
And for you all foreigners who are living outside Japan, you have a special ticket which is really cheap that allows you to 乗り放題(のりほうだい)Norihoudai which means you can ride as much as you want (or need).
Basically it allows you to take the train wherever you want to go during your stay.
But to buy Japan Rail Pass you CANNOT BUY IT IN JAPAN. You HAVE TO BUY IT IN YOUR COUNTRY.
For example if you are Indonesian you have to buy Japan Rail Pass in Indonesia usually sold in Travel Tour Agencies.
In my case, my guest from Indonesia came here and bought the 7 days Japan Rail Pass which cost her 30,000yen.
And considered really cheap.
Because you can travel to Osaka, Sapporo, Nagoya, Kawasaki, Nagasaki, Kyoto, Nara wherever you want to go in that 7 days using the Shinkansen or even the normal train as long as it is JR.
If you live in Japan, a return ticket by shinkansen from Tokyo to Osaka could be more than 30,000yen!
And after you buy that Japan Rail Pass in your country you can change it to the real ticket here in Japan at the Information Center.
And when you go in the first time they will stamp a red stamp which states the starting date.
So when you want to travel all over Japan don’t forget to buy this special ticket! :)
